Fines for Failing to Comply

As of 1st July 2021, when a brand new, renewed or varied tenancy is signed for a Glengarry rental property, all Healthy Homes compliance items must be taken care of by the end of 90 days.

From the 1st of July in 2021, if a new or renewed lease is entered into on a Glengarry rental property, all Healthy Homes compliance work must be completed within 90 days.

Inability to adhere to each of Healthy Homes Standards inside of the deadlines can result in an amount of $7200. In addition, if the existing Healthy Homes Statement of Compliance is not incorporated within a new, renewed or revised tenancy agreement, it could result in additional penalties or an infringement fee.

Healthy homes are important

What is the reason Healthy Homes Compliance so Important?

A majority of households in New Zealand and Glengarry, and research suggests that rental homes are most likely to be older, colder, have less effective heating and tend to be lower standard than those owned by owners.

Unreasonable Gaps & Holes

Draught Stopping Glengarry

Draughts increase the likelihood of low temperatures inside households. A draughty house will cost more to heat, meaning wasting energy and incurring higher costs.

If a draft can be felt through gaps that are too large or holes, it needs to be closed.

What are unjustifiable gaps or holes?

If you can feel external air coming in or the sound of a clear draught emanating out of a hole or gap, then it is most likely a gap or crack that needs sealing in somehow. Large gaps and cracks should be stopped permanently. Any gaps greater than 3mm that let air in or out within the home require seals. For instance, if an open fireplace isn’t being used, it can create draughts. This should be shut from. Landlords and property managers are accountable for making sure that draughts from the fireplace are removed whenever imaginable.

You don’t need to cover up holes or gaps in the construction. For instance, small gaps around windows and doors could be necessary to allow movement of the building as the household gets warmer and cooler, so that they can still be shut and opened, rather than being stuck. We will inspect every window and door during an Healthy Homes assessment of your rental property.

Heating Glengarry

Glengarry rental properties should have a permanent source of heat that is able to heat the principal or the biggest living space to a minimum of 18degC, even on the winter coldest days. This is the recommended minimum indoor temperature suggested by the World Health Organisation for people’s physical well-being and mental outlook.

The source of heat requirements to remain fixed (i.e. not portable) and at least 1.5 kW of heating capacity, and must meet the minimum requirement for heat capacity for the main living space. A Heating Assessment Tool could be used to determine if the fix heater(s) are adequate or if you’ll require to top up by adding a second heater. Fires that are open and unflued heaters like mobile LPG bottle heaters are not considered to be suitable heating options under the Healthy Homes Standard.

If the heating system you provide is electric heating or heat pump, it should include an thermostat. This will make the heating more consistent and efficient. For most properties, larger fixed heating systems such as wood burners, heat pumps pellet burners, flued gas heaters are needed. In some instances, such as small apartments an electric, fixed heater may suffice.

If your living space already has a central heating source such as heat pumps, it might need a top up in order to comply with the standards. Certain types of heaters cannot be used to comply with the quality because they’re costly, not cost-effective to run, or unsafe to operate.

Insulation Glengarry

Insulation for underfloor and ceilings is a requirement in all rental homes as of July 1st, 2019. All landlords and property managers have to make sure the insulation meets standards that are in line with the latest quality. In some cases, an existing insulation on the ceiling or in the subfloor space may require to be replaced or replaced.

A properly insulated home will help to control condensation and lower the chance of mould and dampness and it will make more easy for the home to retain warmth.

Insulation needs to meet the R-values that are appropriate for your region.

The "R" is a symbol for thermal resistance and is a gauge of how well the insulation can withstand heat flow. The more high the R-value, higher the standard of insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9, underfloor R 1.3
  • Zone 2 – the remainder area of North Island except Taupo and the Central Plateau – ceiling R 2.9 underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 below floor R 1.3

Glengarry Moisture Ingress & Drainage

Making sure your rental property is protected from the effects of moisture isn’t just a matter of the inside It’s about having to make sure there is somewhere for surface or ground water, and prevent it from getting into the building. When it is damp and moisture, it is often those things that you aren’t aware of that can become a big problem and cause damage to your investment as well as harming your tenant’s well-being.

Properties that are rented must have effective drainage to eliminate storm water, surface water and ground water, including an appropriate outfall or runoff. Making sure the water has a location to go, and it doesn’t get sucked into buildings is a vital aspect of making sure your property is dry.

Alongside an irrigation system to stop water ingress, if the apartment has an enclosed gap between floorboards and the surface, a ground moisture barrier must be installed if it is reasonably practicable to do so.

A ground moisture barrier is usually a sheet of polythene that is placed over the ground to stop any moisture in the ground from rising into the property. It also assists in preventing moisture damage to the underfloor insulation.
