Longlands Healthy Homes Compliance Timeframes

Tenancies commenced from 1 July 2019 to 30 , June 20,21

  • Ceiling and underfloor insulation is required throughout Longlands and New Zealand rental houses where it’s reasonably practicable to install.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement should be included in any renewal, new or varied tenancy agreement.
  • Property managers and landlords must keep records that prove conformance with all Healthy Homes Standard that apply or will be applicable during the tenancy of an apartment rental.

Beginning 1 July 2021

  • Property managers and private landlords should make sure their rental properties conform in accordance with Healthy Homes Standard within 90 days of any new, renewed or varied tenant.
  • All boarding houses (except Kainga Ora and Community Housing Providers with registered boarder house tenancies) must meet the Healthy Homes Standard regardless of the date the tenancy was started.

From 1 July 2023

  • All households that are rented out through Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must meet the Healthy Homes Standards regardless of when the tenancy began.

Beginning 1 July 2024

  • All rentals homes are required to comply with Healthy Homes Standards regardless of when the tenancy began.

What are unreasonable gaps or holes?

If you can feel external air coming in or the air is clear from a hole or gap that is, it is likely to be a gap or hole which requirements sealing in any way. Large cracks and gaps should be stopped permanently. Gaps greater than 3mm that let air in or out of your house require the sealing. For instance, if an open fireplace is not in use, it can create draughts. This should be sealed from. There is no need to block up intentional gaps or holes that are part of the construction. For example, tiny gaps around windows and doors could be required to allow movement of the structure when the house gets warmer and cooler, in order to let them be shut and opened, rather than sticking. Heating Longlands

Longlands rental properties require a reliable source of heating that can warm the main or largest living space to a minimum of 18 degrees Celsius, even on the coldest winter days. This is the recommended minimum indoor temperature that is recommended by the World Health Organisation for people’s physical health and mental outlook.

The source of heat needs to remain fixed (i.e., not portable) that is, at minimum 1.5 Kilowatts in heating capacity and have the minimum heating capacity needed for the main living space. A Heating Assessment Tool may be used to determine if the fixed heater(s) are adequate or whether you will need to top up with a new heater. Open fires and unflued combustion heaters such as the portable LPG bottle heaters are not considered acceptable heating options in The Healthy Homes Standard.

If the heating that you provide is electric heating (or heat pump), it needs to include the thermostat. This will make the heating more reliable and effective. In most houses, larger fixed heating equipment like heat pumps, wood burners pellet burners, flued gas heaters will be required. In some instances, like apartments with small spaces small apartments, a smaller electric fixed heater might be enough.

If the main living room already has a central heating source, like the heat pump, it might just require a top up to meet the standards. Certain types of heaters cannot be utilised to meet the quality as they are either expensive, inefficient and/or unhealthy to run.

Ventilation Longlands

Each liveable space in a rental home must include at least one open windows or an exterior door to provide natural ventilation. Furthermore, moist areas like kitchens and bathrooms should be equipped with an venting fan outside to eliminate moisture.

Insulation Longlands

The insulation of the ceiling and underfloor has been compulsory for all rent homes since July 1, 2019. All landlords and property managers must make sure that the insulation is in line with this new quality. In some instances, current ceiling insulation, or the insulation of the subfloor space may require to be replaced or replaced.
